U.S. Army testing new high-tech, battlefield communications tool in Iraq

02-Aug-2004, (AP) CAMP VICTORY, Iraq_When a roadside bomb explodes in Iraq, Maj. Dave Clonts can instantly call up a map of every combat vehicle operating nearby or of every similar recent incident in the area.

When his boss, 1st Cavalry Division commander Maj. Gen. Peter Chiarelli, wants to see a map of every roadblock, mortar attack or high-tension electrical line in western Baghdad, Clonts can produce them with a click of a mouse.

What is more impressive, though, is that military planners don't have to be in the same room, or even the same country, to discuss and draw on the same map, thanks to a new system being tested in Iraq known as the Command Post of the Future.

The system links into the U.S. Army's satellite-based tracking networks, allowing commanders to monitor combat vehicles on the battlefield by watching icons displayed on a satellite photo display in real time. Commanders no longer have to call on the radio to ask where a unit is located.

Instead, they know instantly.

For Chiarelli's daily briefing, officers from each brigade prepare maps, photos and PowerPoint presentations to display on the C-POF, as acronym-accustomed soldiers call the system. Operations officers, such as Clonts, can use a highlighting tool and special icons to explain the day's events and those planned for the next 24 hours while Chiarelli looks at his screen in a separate building.

Clonts can then watch all the other brigade operations officers conduct their briefings. While there is some competition, over-reliance on photos is ridiculed as grandstanding.

"I'm sure it gives the commander at the division level a better feel for what we're doing," Clonts said.

The system's strengths, though, can make the daily briefing more nerve-wracking.

"Most commanding generals want to stay at the wave top, but at any moment in a C-POF briefing, the commanding general can ask one question after another and go to the bottom of the ocean in details ... because it is more interactive," Clonts added. "Those are what we call C-POF moments, when we are either surprised or humiliated in front of the whole division."

The systems are currently used while units are stationary, but eventually they will be put in the back of armored vehicles and used on the move or in battle.

Commanders already use the system to sketch out battle plans on the shared map, even when they are miles (kilometers) apart, said Capt. John Gregor, the signals officer for the 1st Cavalry Division's 2nd Brigade.

Using the system for the first time, the Fort Hood, Texas-based 1st Cavalry has installed Command Post terminals at division headquarters and at each of its six brigade headquarters around Baghdad. All of the data is kept on a central network server, so every terminal has instant access to what is on everyone else's screen.

Each post consists of three 19-inch (48.3-centimeter) flat screens linked together and mostly off-the-shelf software running Microsoft's Windows 2000 operating system.

Besides the full Microsoft Office suite of programs
, the system uses geographic visualization software that works with both conventional maps and satellite photos to chart environments in three dimensions. To conduct briefings, officers use Voice-over-Internet software and headsets.

The system requires a stable network and is, says Gregor, a "bandwidth hog." But overall, the Command Post, which was developed by the Defense Advanced Research Projects Agency, has won praise.

"I wouldn't be surprised if it became the primary form of communications, the commanding general loves it so much," Gregor said.

The Command Post represents a step toward the Army's goal of completely networked fighters who are constantly aware of where friends and foes are, said Loren Thompson of the Lexington Institute, a defense think tank.

"There is some concern that a networked force will allow senior decision makers to micromanage local battles. But the Army's goal is actually the opposite," Thompson said.

An efficient network will allow information to flow to battlefield troops more quickly, he said.

"Even a squad commander out in the middle of nowhere should have sufficient communication and awareness so he understands the implication of everything he's doing," Thompson said.

Actionable Intelligence: UAs to beef up MI assets

“Prophet” system goes active in Iraq

http://www.debka.com/article.php?aid=942

November 24, 2004

On November 19, Lt. Col. Steve Iwicki, director of the Actionable Intelligence Department of the Army G2, announced that the 3rd Infantry Division’s “units of action” due for shipment to Iraq will be equipped with the first unmanned vehicles of the Prophet collection system. He disclosed that in the next few years, 9,000 of these new military intelligence positions will be deployed with US forces world wide, 5,000 with brigade-sized units, 3,000 at the division level, and 1,000 with corps.

DEBKAfile’s military sources report that these new infantry units for beefing up election security in Iraq will arrive complete with 40 Prophet systems. Their deployment is the most important military development in the Iraq war since the high-mobility, eight-wheeled Strykers were introduced last January

UAs to beef up MI assets."

Prototypes rushed to Iraq to fill intelligence gap

ANDREW KOCH JDW Bureau Chief
Washington, DC

The US Army has rushed new prototype technologies to Iraq in order to improve intelligence gathering on insurgents and improvised explosive devices (IEDs), according to senior service intelligence officials.

The technologies include systems for gathering intelligence, surveillance and reconnaissance (ISR) data; the means to report that information; share it more rapidly with other US forces; and fuse it into a coherent picture, said Technical Director Lynn Schnurr and Director of ISR Integration Collin Agee, both from the army's Office of the Deputy Chief of Staff for Intelligence.

The items were developed to plug gaps in army intelligence gathering that were identified as a result of an initial assessment conducted in August 2003, Schnurr said. A follow-up assessment conducted in December 2004 determined that several of the prototypes received high marks from commanders in Iraq, she added (see box).

The army has also stood-up an Information Dominance Center (IDC) extension in Baghdad to integrate intelligence from the various intelligence sources as well as to conduct data mining and visualisation of the massive amounts of information coming in. The service intends to use the concept of intelligence 'overwatch' of its troops from various centres located away from the battlefield. The first part of this will be conducted by the IDC at the army's Intelligence and Security Command at Fort Belvoir, Virginia, in support of the Third Infantry Division when it re-deploys to Iraq in 2005.

Eventually, through a project Agee called Global Morning Calm, the army wants to extend the IDC capability to all regional combatant commands to conduct such overwatch missions, although the effort is not fully funded. An initial prototype of the effort was conducted at the 501st Military Intelligence Brigade in South Korea.

Technologies receiving high marks

  • An I-Gnat unmanned aerial vehicle (UAV) equipped with a change detection system. Troops using the I-Gnat were able to warn coalition forces before they crossed a bridge that insurgents had weakened it to the point where it would have collapsed, Schnurr said. US troops are using a number of UAVs in Iraq and "want more", she added, noting "they [also] want armed UAVs". The army is "on the verge" of fielding an RQ-5 Hunter UAV armed with the Viper Strike precision-guided munition.
  • A single aerostat carrying an electro-optical/infra-red camera payload, called the Persistent Threat Detection System, has been fielded over Baghdad in the past month. The aerostat's camera payload, called the Weapon Surveillance System, is linked to a network of acoustic sensors on the ground that detect events like IEDs or rocket-propelled grenades being detonated. The sensors cue the camera, which can then be used to quickly locate and track the perpetrators. Additional ISR payloads are also being developed for the aerostat as part of the larger Persistent Surveillance Detection System of Systems programme.
  • The Horned Owl, a synthetic aperture radar fitted on an army RC-12 Guardrail signals intelligence aircraft within the past few months, has been conducting IED and change detection.
  • The Biometrics Analyst Toolkit to help track individuals whose facial, iris or fingerprint data is already in the system. The army and US armed forces more generally see the use of biometrics as a key tool to help track, target and locate individual insurgents.
  • Hand-emplaced unattended ground seismic/acoustic sensors such as the HDS-215. The army has used these and similar systems like the Steel Rattler around Iraq's borders to detect the movement of people and vehicles.

http://www.regnum.ru/news/399200.html
