Officials reported details of yesterday’s strikes, noting that assessments of results are based on initial reports.

Strikes in Syria

Coalition military forces conducted 18 strikes consisting of 24 engagements against ISIS targets in Syria:

-- Near Shadaddi, a strike destroyed a vehicle-borne bomb.

-- Near Raqqa, three strikes engaged an ISIS tactical unit and destroyed a vehicle, a tactical vehicle and a mortar system.

-- Near Dayr Az Zawr, seven strikes destroyed six oil wellheads, an oil tanker truck and a front-end loader.

-- Near Palmyra, seven strikes engaged two ISIS staging areas and an ISIS tactical unit; destroyed five storage units, three tanks, two vehicles, an oil storage tank, a pump jack and an ISIS-held building; and damaged two oil storage tanks.

Strikes in Iraq

Coalition military forces conducted 23 strikes consisting of 84 engagements against ISIS targets in Iraq, coordinated with and in support of Iraq’s government:

-- Near Huwayjah, a strike destroyed an ISIS headquarters.

-- Near Beiji, seven strikes engaged five ISIS tactical units and destroyed five vehicles, two ISIS compounds and a tunnel entrance.

-- Near Kisik, two strikes destroyed an ISIS headquarters and an ISIS-held building.

МОСКВА, 27 февраля. /ТАСС/. Министерство обороны США направило президенту Дональду Трампу предложения по усилению борьбы с группировкой "Исламское государство" (ИГ, запрещена в РФ). Об этом сообщил телеканал CNN со ссылкой на официальные американские источники.

Предложения включают меры военного, дипломатического и финансового характера.

28 января Трамп подписал меморандум о необходимости подготовки Вашингтоном в течение 30 дней пересмотренного плана разгрома ИГ. Предложения Пентагона будут обсуждаться на совещании в Белом доме, которое пройдет сегодня во второй половине дня. Пока неизвестно, будет ли Трамп участвовать в этом совещании, сообщили источники CNN.

Qamishli (Syria) (AFP) - The top US military commander for the Middle East made a secret trip to northern Syria on Friday to meet a US-backed alliance fighting the Islamic State group, officials said.

General Joseph Votel, who heads US Central Command (Centcom), met with leaders from the Syrian Democratic Forces.

The trip, unannounced for security reasons, was first such visit under the new US administration, but the third in a series of meetings with the SDF.

SDF spokesman Talal Sello told AFP that Votel "discussed the increase of coordination and support (to the SDF) in the era of Donald Trump".

"There were promises of heavy weapons in future stages," Sello said.

However, Votel's spokesman Colonel John Thomas stressed that the general did not make any specific promises about any type of weaponry.

"During the conversation, General Votel understood their need for logistical support and resources that may be greater than what they have been provided up until now," Thomas said.

"While assuring them that this was a need he understands, he did not make specific promises."

In an online statement, Sello said Votel had met with several SDF commanders.

"The results were positive. We discussed the developments in the Euphrates Rage campaign and shared military matters," Sello said.

He described the meeting as "confirmation of US support for our forces".

An SDF source told AFP the visit lasted four hours.

According to a senior source in the SDF, "Votel confirmed the coalition's commitment to protecting Manbij from any attacks waged by Turkey or supported by it, as part of its previous commitment to protecting the area."

Manbij is a city in Aleppo province.

"We did not discuss opening corridors for Turkish-backed forces to enter areas under our control," the source said.

But Thomas said that, while Votel supports a peaceful transition of Manbij to a "thriving city", he did not say if the United States would stop any supposed Turkish move towards it.

Votel "understands that open communication on all sides is the best way to prevent any unfortunate change in the progress that Manbij has made", Thomas said.

Founded in October 2015, the SDF is an alliance of Kurdish and Arab fighters that has seized swathes of territory from IS across northern Syria.

The United States has special operations forces advising the SDF on the ground in Syria, but no combat units.

On Wednesday, Votel told journalists travelling with him in the Middle East that more US troops might be needed in Syria, although he stressed local forces would be the primary force.

"I am very concerned about maintaining momentum," Votel said, in comments reported by the New York Times and other outlets.

"It could be that we take on a larger burden ourselves."

Trump Vows to ‘Extinguish’ ISIS, Rebuild U.S. Military

WASHINGTON, March 1, 2017 — President Donald J. Trump told a joint session of Congress last night that the United States will work with a coalition to “extinguish” the Islamic State of Iraq and Syria from the planet.

Trump also told Congress he will forward a fiscal 2018 budget request that will increase defense spending by $54 billion and eliminate sequestration.

Carryn Owens, the widow of fallen Navy SEAL Senior Chief Petty Officer William "Ryan" Owens, received a standing ovation from Congress. Carryn sat in the gallery with First Lady Melania Trump.

“Ryan died as he lived: a warrior, and a hero -- battling against terrorism and securing our nation,” Trump said during his address. The nation will never forget Owens’ sacrifice for the United States as he fought terrorists in Yemen, the president said.

Trump listed what he has done since taking office just over a month ago. This includes directing the Defense Department to work with other agencies to develop a plan to destroy ISIS. Defense officials delivered that plan to the White House this week.

The president also imposed new sanctions on entities and individuals who support Iran’s ballistic missile program, ordered a review of military readiness and pledged to rebuild the armed forces.

SOUTHWEST ASIA, March 7, 2017 — U.S. and coalition military forces continued to attack the Islamic State of Iraq and Syria yesterday, Combined Joint Task Force Operation Inherent Resolve officials reported today.





Officials reported details of yesterday’s strikes, noting that assessments of results are based on initial reports.

Strikes in Syria

In Syria, coalition military forces conducted 21 strikes consisting of 31 engagements against ISIS targets:

-- Near Abu Kamal, two strikes destroyed a gas-oil separation plant and damaged a bridge.

-- Near Dayr Az Zawr, 16 strikes destroyed nine wellheads, six fighting positions, three oil inlet manifolds, three barges, a pumpjack and a shipping container and damaged three supply routes and two bridges.

-- Near Raqqa, a strike destroyed a footbridge and an ISIS-held building.

-- Near Shadaddi, a strike destroyed an ISIS headquarters.

Strikes in Iraq

In Iraq, coalition military forces conducted 11 strikes consisting of 61 engagements against ISIS targets, coordinated with and in support of Iraq’s government:

-- Near Huwayjah, two strikes engaged two ISIS tactical units and an ISIS staging area and destroyed a tunnel complex.

-- Near Mosul, five strikes engaged five ISIS tactical units; destroyed nine fighting positions, five vehicle-borne bombs, four vehicles, three roadblocks, two mortar systems, two tactical vehicles, two rocket-propelled-grenade systems, a supply cache, an artillery system, a sniper position, an unmanned aerial vehicle launch site and a vehicle bomb factory; damaged 23 vehicles, 10 supply routes and a tunnel; and suppressed two mortar teams.

-- Near Qaim, two strikes engaged an ISIS tactical unit and destroyed an anti-air artillery system and a vehicle.

-- Near Sinjar, a strike engaged an ISIS tactical unit and destroyed a vehicle.

U.S, Turkish, Russian Defense Chiefs Meet to Discuss Syrian Battlespace

ABOARD A U.S. MILITARY AIRCRAFT, March 10, 2017 — It is a measure of the success indigenous and coalition forces have experienced against the Islamic State of Iraq and Syria that a meeting of the chiefs of defense from the United States, Turkey and Russia was needed, the chairman of the Joint Chiefs of Staff said today.

The Turkish chief of the general staff, Army Gen. Hulusi Akar, invited Marine Corps Gen., Joe Dunford and Russian chief of the general staff, Army Gen. Valery Gerasimov to a meeting in Antalya, Turkey, March 6-7 to discuss conditions in Syria and the measures needed to protect each others’ forces in the region.

The three chiefs of defense and their staffs met at the Regnum Resort to describe conditions on the ground in Syria as each nation sees them, and to devise methods of deconflicting operations. Dunford spoke about the process during an interview on his way back home.

‘Dynamic’ Battlespace

Syria is in the midst of a civil war and the battle against ISIS is only one part of it. “The major discussion was to set a common understanding of the situation in Syria as it is unfolding -- it is very dynamic,” he said.

Dynamic is one way of describing it -- jumbled may be another. In the area around Manbij and Bab, coalition-backed forces, Russian-backed regime forces and Turkish-backed forces are operating in relatively close proximity. Some indigenous forces are Kurdish, some Arab, and some a mix of all the religions and ethnicities of the region. In addition to working as part of the coalition, Turkey is running unilateral operations in the region. Some of the local forces operate against ISIS, some against the regime and others against other factions.

The United States has personnel in the region as do some coalition countries. The Russians have personnel in the region. The battlespace is a jumble of forces with different motivations, objectives, resources and ends.

Dunford said he and the other defense chiefs discussed ways to deconflict ground and air operations to ensure people are as safe as can be. It also opens the aperture to allow indigenous forces aided by the coalition to prosecute the campaign against Raqqa, he said.

“We talked … to set the conditions where now the three-stars-channel dialogue will take place to actually get to the details of deconfliction,” the chairman said.

Communications Enhance Safety

In the past few months there was a single communications channel between the Combined Air Operations Center and Russian air operation center in Syria. “It has been an unclassified fairly tenuous link to deconflict aviation, air ops and to make sure that air ops as they pertain to operations on the ground do it safely,” he said.

“I believe enhanced deconfliction -- to include more robust communications between our people -- is important to continue to operate safely,” Dunford said. “We’ve successfully mitigated the risk of incidents over the past several months.”

These lines of communication between U.S. and Russian leaders are important to help reduce the risk of potential clashes or accidents. U.S. forces routinely operate in areas near Russian forces, such as in the Mediterranean, the Black Sea, the Baltic Sea, the Pacific, Europe, the North Sea and Syria.

“First and foremost, I was to mitigate the risk of miscalculation,” the chairman said. “In the event of a crisis I want to have an open line of communication so we can talk in real time about what is actually happening and try to address it properly. I think we all know through history that miscalculation and miscommunication can take us in the wrong direction.”

Doubters of the need for such deconfliction need only to remember the incident in 2015, when Turkey brought down a Russian aircraft that flew into its airspace.

By law, the U.S. military cannot operate or cooperate with the Russians. “We don’t have policy alignment with the Russians,” Dunford said. “We don’t have common political objectives.”

The chairman said he took advantage of the meeting to discuss the region with his Turkish counterpart separately. In addition to being a key coalition ally, Turkey is also a NATO ally.

Turkey has had a difficult year -- an attempted coup in July, numerous deadly terrorist attacks inside the nation, and the nation is facing a potentially divisive referendum. “Turkey is also a significant partner in hosting and fostering U.S. forces inside of Turkey for the campaign,” he said. “From my Turkish counterpart, I get a very good read-out perspective from someone who lives in the neighborhood.”

Dunford wants to ensure “no space grows between either our understanding of the fight or any lack of transparency for what we’re doing and why we’re doing it.”

Chairman Thanks Jordan for Counter ISIS Support

ABOARD A U.S. MILITARY AIRCRAFT, March 10, 2017 — Jordan -- described by one U.S. embassy official as a “pool of sanity in this crazy sea of the Middle East” -- has been stalwart in its fight against the Islamic State of Iraq and Syria, and yesterday the chairman of the Joint Chiefs of Staff thanked Jordanian leaders for their continued support.

Marine Corps Gen. Joe Dunford called Jordan “an enduring partner” that worked with U.S. service members long before ISIS raised its ugly head.

During his two-day visit to Amman, Dunford met with King Abdullah II, Defense Minister Hani Mulki and Gen. Mahmoud Freihat, the chief of defense. The chairman also met with the U.S. country team led by U.S. Ambassador Alice Wells, and visited the Joint Training Center, where he met with U.S. troops.

The chairman said he wanted to hear Jordanian leaders’ insights on the situation in the region. “This is their neighborhood and they are attuned in ways we are not,” he said during an interview.

Jordan hosts hundreds of U.S. service members that are training local forces. Jordanian service members have also worked to train Iraqi soldiers and police, including Iraqi special operations forces. Jordan also has launched strikes against ISIS.



Refugee Crisis

ISIS is a threat to the nation as Jordan shares long borders with both Syria and Iraq. Jordanian officials have expressed concerns about the possibility of ISIS operatives hiding in the throngs of refuges that are leaving Syria and western Iraq to escape the fighting in those nations.

That fighting has caused a refugee crisis, and Jordan now provides sanctuary to at least 1.4 million refugees. Jordanian officials say the number could be as high as 2 million. The impact of those numbers is significant in a country of just over 8 million people.

The flood of refugees has taxed the country, but, with aid from other nations, the Jordanian government is managing the flow, officials have said, and Jordan is providing shelter, schools, medical care and other services to those fleeing ISIS.

Foreign aid is key to Jordan being able to help the refugees and officials have said they are worried about threats to cut U.S. foreign aid. The United States sends roughly $1 billion each year to Jordan, helping maintain stability in the country.

Abdullah spoke to Dunford about the killing of three U.S. Army Special Forces soldiers in southern Jordan last November. “The king raised it [in our discussions] and expressed his condolences to the U.S. military and, most importantly, to the families of the soldiers that were killed,” the chairman said. “He also offered Jordan’s full support and anything that was on-going regarding the investigations or taking care of the families.”
