Strikes Target ISIL Terrorists in Syria, Iraq

SOUTHWEST ASIA, Dec. 10, 2016 — U.S. and coalition military forces continued to attack Islamic State of Iraq and the Levant terrorists in Syria and Iraq yesterday, Combined Joint Task Force Operation Inherent Resolveofficials reported today.

Officials reported details of yesterday’s strikes, noting that assessments of results are based on initial reports.

Strikes in Syria

Attack, bomber, fighter, remotely piloted aircraft as well as rocket artillery conducted 10 strikes in Syria:

-- Near Raqqah, four strikes engaged an ISIL tactical unit and a chemical storage area and destroyed a vehicle bomb decoy, a command-and-control node, a communications node, a weapons storage facility and a fighting position.

-- Near Ayn Isa, three strikes engaged three ISIL tactical units and destroyed five fighting positions and two vehicle bombs.

-- Near Dayr Az Zawr, a strike destroyed an ISIL oil wellhead.

-- Near Manbij, a strike destroyed an ISIL headquarters building.

-- Near Palmyra, a strike destroyed 20 oil tanker trucks.

Strikes in Iraq

Attack, fighter, rotary and remotely piloted aircraft conducted 10 strikes in Iraq, coordinated with and in support of Iraq’s government:

-- Near Mosul, nine strikes engaged four ISIL tactical units, destroying seven ISIL-held buildings, five vehicles, 10 fighting positions, eight front-end loaders, three mortar systems, two weapon caches, an excavator, an armored vehicle and a heavy weapons system. Eleven supply routes and two ISIL compounds were damaged. An ISIL tactical unit was suppressed.

-- Near Tal Afar, a strike engaged an ISIL tactical unit and destroyed a front-end loader, two dump trucks and a tunnel entrance.

Carter: U.S. Will Deploy More Troops to Syria to Combat ISIL

WASHINGTON, Dec. 10, 2016 — The United States will deploy approximately 200 additional forces to combat Islamic State of Iraq and the Levant forces in Syria, Defense Secretary Ash Carter said during his speech today at the Manama Dialogue in Bahrain.

The additional U.S. troops, which will include special operations forces, trainers, advisors and explosive ordnance disposal teams, will assist in coalition efforts to eject ISIL from Raqqa, the terrorist group’s self-styled capital in Syria, the secretary said.

“These uniquely skilled operators will join the 300 U.S. special operations forces already in Syria, to continue organizing, training, equipping and otherwise enabling capable, motivated, local forces to take the fight to ISIL, and also bringing down to bear the full weight of U.S. forces around the theater of operations like the funnel of a giant tornado,” Carter said. “This latest commitment of additional forces within Syria is another important step in enabling our partners to deal ISIL a lasting defeat.”

Middle East

Carter said the Middle East region is home to a strong U.S. military posture comprising more than 58,000 American personnel ashore and afloat -- including more than 5,000 on the ground in Iraq and Syria -- along with air, ground, maritime and ballistic missile defense assets. These forces, he said, are not only countering terrorists like ISIL and al-Qaida; they are deterring aggression and protecting U.S. interests and allies.

The U.S. has reached a critical milestone in the counter-ISIL coalition’s military campaign plan, the secretary said.

“As we meet today in Bahrain, American and coalition forces are engaged in an intense effort to help isolate and collapse ISIL’s control over Mosul in Iraq and Raqqa in Syria, bringing the great weight of our entire range of capabilities to bear in the enabling of capable and motivated local forces,” he said. “The seizure of these two cities is necessary to ensure the destruction of ISIL’s parent tumor in Iraq and Syria -- the primary objective of our military campaign -- and put ISIL on an irreversible path to a lasting defeat.”

Reaching this point is the result of deliberate actions taken since last year, Carter said. Back in 2015, Carter said h consolidated the war efforts for Iraq and Syria under a single, unified command -- first led by Army Lt. Gen. Sean MacFarland, and now by Army Lt. Gen. Stephen J. Townsend.

Last October, Carter said, he and Chairman of the Joint Chiefs of Staff Marine Corps Gen. Joe Dunford developed, and President Barack Obama approved, the first in a series of recommendations to accelerate the counter-ISIL campaign --

“Since then, President Obama has approved every recommendation for additional forces and capabilities that the chairman and I have taken to him as we saw opportunities to accelerate the campaign -- including just last week,” Carter said.

Objectives

The overall coalition military campaign plan devised last year had and continues to have three objectives, Carter said. The first, he said, is to destroy the ISIL cancer’s parent tumor in Iraq and Syria, “because the sooner we crush both the fact and the idea of an Islamic state based on ISIL’s barbaric ideology, the safer we’ll all be.”

The second objective, he continued, is to combat ISIL’s metastases everywhere they emerge around the world: in Afghanistan, Libya and elsewhere. The third objective, he said, is to work with U.S. intelligence, homeland security and law enforcement partners to help protect the U.S. homeland and its people from attack.

“The strategic approach of our military campaign in Iraq, Syria and elsewhere is to leverage all the tools at our disposal to enable capable, motivated, local forces to deal ISIL a lasting defeat,” Carter said. “IT was necessary to recommend this strategic approach because the only way to ensure that once defeated ISIL stays defeated is to enable local forces to seize and hold territory rather than substitute for them. Consistent with this approach, we have employed some of the U.S. military’s and our coalition partners’ most unique and exquisite capabilities, and some of our most specialized personnel -- from air power and special operations forces, to train, advise, assist capabilities on the ground, to logistics and mobility, to intelligence and cyber tools.”

Carter added, “These assets have been able to not only help directly enable local forces on the ground; they can also bring to bear the full weight of American and coalition military might.”

Significant Results

By combining U.S. capabilities with local partners, they have been squeezing ISIIL with simultaneous pressure from all sides and across domains through a series of deliberate actions to continue to build momentum, the secretary said.

“For example, when U.S. and coalition special operators conduct raids, free hostages, gather intelligence and capture ISIL leaders, it creates a virtuous cycle of better intelligence,” he said. “This, in turn, generates more targets, more raids, more airstrikes and more opportunities that can be seized to generate even more momentum.”

Carter said countries from across the counter-ISIL coalition, including some in the region, are contributing to these military efforts. Many in the Middle East host coalition forces, enabling the U.S. to bring to bear force more efficiently, he said.

“Some are contributing on the ground or have contributed in the air campaign. And countries closest to the fight are making a key difference -- including Jordan and Turkey,” Carter said. “Turkey, for example, hosts coalition strike aircraft at Incirlik, as well as a High-Mobility Artillery Rocket System, or HIMARS, at Gazientep. And Turkey’s Operation Euphrates Shield is helping to seal the Turkish-Syrian border so that ISIL can no longer exploit it.”

He added, “As a result of all of this, since last year -- play by play, accelerant on top of accelerant, town after town, from every direction and in every domain -- the campaign has delivered significant results.”

In Iraq, U.S. and coalition forces have been helping the Iraqi security forces and Kurdish Peshmerga forces to systematically dislodge ISIL from city after city, such as Ramadi, Hit, Rutbah, Fallujah, Mahkmur and Qayyarah, Carter said. With the help of the U.S., the coalition is now taking back the neighborhoods in eastern Mosul and moving west, he said.

“This is a complex mission that will take time to accomplish, but I am confident that ISIL’s days in Mosul are numbered,” the secretary said.

Carter said the U.S. and local partners put an end to ISIL’s expansion in Syria, and began to systematically roll it back toward Raqqa. That, he said, is “an important objective, since it is the so-called capital of the so-called caliphate, and a hub for plotters of external attacks.”

The secretary added, “After helping capable, motivated, local Syrian partners defend Kobani, we enabled them and other local forces to retake Shaddadi, the Tishrin Dam, Manbij, Jarabulus and Dabiq -- not only denying ISIL control over those areas, but also cutting off some of its primary lines of communication into Iraq and Turkey.”

The U.S. is now helping tens of thousands of local Syrian forces isolate Raqqa, from which they’re now only 15 miles away, Carter said. The U.S. is helping them generate the additional local forces necessary to seize and hold the city of Raqqa, he said.

Campaign Continues

In addition to taking back territory, the campaign is yielding results in denying ISIL the finances, supplies, freedom of movement, and command and control it needs to survive, the secretary said.

“As a coalition, we’ve systematically targeted ISIL-controlled oil wells, trucks for smuggling the oil -- including, just on Thursday, 168 trucks in a single strike, the largest airstrike of this kind to date -- and we’ve also targeted revenue repositories as well. We’ve deliberately focused on severing the territory ISIL controls in Syria from the territory it controls in Iraq,” Carter said. “Leaders of the terrorist group can no longer travel between Raqqa and Mosul without the risk of either being struck from the air or hunted down by the coalition’s Expeditionary Targeting Force. In fact, since we began accelerating our campaign last year, we’ve killed the majority of ISIL’s most-senior leaders.”

Carter said while these results in Iraq and Syria are encouraging, the coalition must stay focused on the continued execution of the plan.

“The inevitable collapse of ISIL’s control over Mosul and Raqqa will certainly put ISIL on a path to a lasting defeat, but there will still be much more to do after that to make sure that, once defeated, ISIL stays defeated,” he said.

Meeting With Bahrain’s King

Also today in Manama, the secretary met with King Hamad bin Isa Al Khalifa of the Kingdom of Bahrain, according to a DoD news release.

The two leaders discussed the strength of the U.S.-Bahraini defense relationship, the enduring nature of the U.S. presence in Bahrain, and the steadfast U.S. commitment to regional security, the release said.

During the meeting, Carter noted his appreciation for Bahrain's continued support for U.S. personnel and especially for the long-standing support for U.S. Naval Support Activity – Bahrain, according to the release.

Carter also briefed Bahrain’s king on the counter-ISIL coalition's progress toward Mosul and Raqqa, the release said. The secretary pointed out that Bahrain's support of the coalition was a critical component of the campaign's successes.

Carter and Bahrain’s king also agreed on the need to focus not only on battlefield victories, but also on winning the peace by focusing on reconstruction, stabilization, and reconciliation after ISIL is driven from Iraq and Syria, the release said.

“I had the opportunity today, along with [Chief of Staff of the Iraqi Joint Forces Gen. Othman al-Ghanimi] to award and recognize a number of Iraqi security forces for their bravery, for their gallantry in carrying forward this fight,” Carter told reporters during a joint news conference with Army Lt. Gen. Stephen J. Townsend, commander ofCombined Joint Task Force Operation Inherent Resolve. “This hasn’t been an easy fight, won’t be an easy fight, but today I discussed it with [Iraqi Prime Minister Haider al-Abadi], … and we agreed it’s playing out pretty much according to the plan that he and I have been discussing together for these many months.

Importance of Mosul

The defense secretary said taking back Mosul is key to the fight against ISIL, because it’s where the group began. “ISIL needs to be destroyed because it’s a group that, in addition to having torn through Iraq with great savagery, also threatens directly the American people, the American homeland and our friends and allies around the world, as well as civilization and common decency in terms of the ideology that they espouse,” Carter said. “So ISIL must be destroyed. And because this was the place from which it began and from which it sprang, it must be destroyed here, as I said a moment ago, in both fact and idea.”

He said the goal is to destroy ISIL and restore sovereignty to the Iraqi government.

Defeating ISIL

The defense secretary said that as the battle for Mosul will kick off in Iraq, U.S. and coalition forces in Syria will enter a new phase in thecampaign to expel ISIL from Raqqa, the so-called capital of its caliphate in Syria. President Barack Obama approved Carter’s request for 200 additional special operations forces for the Syria mission.

“They play a vital role in helping to identify, build and then enable the force that will expel ISIL from Raqqa and be a critical part of destroying ISIL here in Iraq and Syria, which we must do and which we will do,” he said.

Carter said U.S. and coalition forces are having a substantial impact on ISIL’s combat effectiveness. “So a significant part of their leadership has been killed,” he said. “And the rest of it, knowing that they're being hunted, are therefore forced to behave like hunted men. And that by itself also adds a benefit in the sense that their freedom to communicate, their freedom to move, their freedom to instill confidence in their forces is also reduced as we wipe out some of them, because the rest of them have to lie lower.”

“So it's an important part of what we're doing out here to attack leadership,” the defense secretary said. “And we do it. And thanks to General Townsend and the entire team out here, they're having an enormous amount of success.”

Carter is in the midst of an around-the-world trip to thank deployed U.S. troops for their service over the holidays, meet with important regional partners, and advance U.S. priorities, including the rebalance to the Asia-Pacific region and the lasting defeat of ISIL. The trip has included visits to Japan, India, Afghanistan, Bahrain and Israel.

Syrian Democratic Forces Initiate Next Phase of Raqqa Isolation

SOUTHWEST ASIA, Dec. 12, 2016 — The Syrian Democratic Forces on Dec. 10 announced the start of the next phase of their operation to isolate the Islamic State of Iraq and the Levant’s self-proclaimed capital of Raqqa,U.S. Central Command officials reported today.





The SDF -- made up in part by local Arabs and its coalition –rained-and-equipped Arab component, the Syrian Arab Coalition, and supported by coalition advisors and airstrikes -- began the operation to isolate Raqqa on Nov. 5, officials said.

In their march toward Raqqa, the SDF has liberated dozens of villages and more than 700 square miles of ISIL-held terrain, Centcom officials said, adding that local Arab fighters continue to join the SDF and fight to liberate their own land.

Proven Ability

During the initial phase of isolation efforts, officials said, the coalition’s Syrian partners have proven their ability in battle, pushing ISIL back and destroying ISIL heavy weapons, vehicles, fortifications, bomb-making facilities, vehicle bombs, armored vehicles, technical vehicles, bridges, decoys and caches.

The coalition supports the SDF through training, advise-and-assist operations, airstrikes and material support to the Syrian Arab Coalition, officials said. Since the start of the operation, they added, the coalition conducted more than 300 strikes delivering more than 850 munitions in support of its partners on the ground to enable the isolation of Raqqa and defeat of ISIL in Syria.

Carter Confirms Deaths of Three Key ISIL Leaders

WASHINGTON, Dec. 13, 2016 — During a talk today with airmen assigned to the 31st Fighter Wing stationed at Aviano Air Base in Italy, Defense Secretary Ash Carter confirmed the deaths of three key leaders of the Islamic State of Iraq and the Levant in Raqqa, Syria, on Dec. 4.

The secretary told the airmen they were first to know about the confirmed deaths.

“We don't talk about these operations very much,” he said, “but you're the first to know. I can confirm today that we took out three of ISIL's key leaders in the last couple of weeks [in] one strike. These were guys who were linked to plots right here in Europe, and I can’t share all the details with you, but, for example, with the [2015] Paris attacks.”

Coalition Airstrike

In a statement released shortly after Carter’s troop talk, Pentagon Press Secretary Peter Cook said the three were killed by a coalition precision airstrike.

“Two of those targeted -- Salah Gourmat, and Sammy Djedou -- were involved in facilitating the Nov. 13, 2015, terrorist attacks in Paris. Both were close associates of Abu Muhammad al-Adnani, the ISIL external operations leader who died in an August coalition airstrike,” Cook said.

The third ISIL leader killed in the strike, Walid Hamman, was a suicide attack planner convicted in absentia in Belgium for a terror plot disrupted in 2015, he added.

“All three were part of a network led by Boubaker al-Hakim, killed in another coalition airstrike on November 16. The three were working together to plot and facilitate attacks against Western targets at the time of the strike,” Cook said.

Since mid-November the coalition has targeted and killed five top ISIL external plotters, he said, further disrupting ISIL's ability to carry out terrorist operations beyond Syria and Iraq.

-- Near Dayr Az Zawr, two strikes destroyed seven oil tanker trucks, two oil wellheads and an oil workover rig.

Strikes in Iraq

Bomber and fighter aircraft conducted two strikes in Iraq, coordinated with and in support of Iraq’s government, engaging an ISIL tactical unit, destroying a fighting position and suppressing 11 ISIL tactical units and 13 mortar teams.

Task force officials define a strike as one or more kinetic events that occur in roughly the same geographic location to produce a single, sometimes cumulative, effect. Therefore, officials explained, a single aircraft delivering a single weapon against a lone ISIL vehicle is one strike, but so is multiple aircraft delivering dozens of weapons against buildings, vehicles and weapon systems in a compound, for example, having the cumulative effect of making those targets harder or impossible for ISIL to use. Accordingly, officials said, they do not report the number or type of aircraft employed in a strike, the number of munitions dropped in each strike, or the number of individual munition impact points against a target. Ground-based artillery fired in counterfire or in fire support to maneuver roles is not classified as a strike.

Just under 5,000 American troops are deployed to Iraq. More are based nearby in Kuwait. Altogether, about 1,000 soldiers from Fort Bragg units -- including the 18th Airborne Corps -- are deployed as part of the efforts. They will be joined by more troops early next year, when about 1,700 soldiers from the 82nd Airborne Division's 2nd Brigade Combat Team deploy to help train, advise and assist Iraqi forces.

Strikes in Syria

Attack, fighter, and remotely piloted aircraft conducted 12 strikes in Syria:

-- Near Abu Kamal, a strike destroyed an oil wellhead.

-- Near Raqqa, nine strikes engaged three ISIL tactical units and destroyed six vehicle-borne bombs, three tactical vehicles, a bridge, a fighting position and a supply cache.

-- Near Ayn Isa, two strikes engaged two ISIL tactical units and destroyed two fighting positions.

Strikes in Iraq

Attack, bomber, and fighter aircraft conducted four strikes in Iraq, coordinated with and in support of the Iraqi government:

-- Near Bashir, a strike engaged an ISIL tactical unit and destroyed three ISIL-held buildings, an observation post and a weapons cache.

-- Near Mosul, three strikes engaged an ISIL tactical unit; destroyed four vehicle-borne bombs, two vehicle-borne-bomb factories, a mortar, an ISIL-held building, a tactical vehicle and a front-end loader; damaged an ISIL-held building, a tunnel and eight ISIL supply routes; disabled a bridge; and suppressed a mortar and an ISIL tactical unit.

Attack, bomber, fighter, rotary and remotely piloted aircraft, as well as rocket artillery, conducted four strikes in Iraq, coordinated with and in support of the Iraqi government:

-- Near Kirkuk, a strike engaged an ISL tactical unit and destroyed a tractor.

-- Near Mosul, three strikes engaged an ISIL tactical unit; destroyed four mortar systems, two vehicle-borne-bomb factories, an unmanned-aerial-vehicle facility, two front-end loaders, an ISIL tactical vehicle and an ISIL-held building; damaged a front-end loader and a vehicle-borne bomb; disabled two bridges; and suppressed two ISIL tactical units and a mortar system.

Strikes in Syria

Attack, bomber, fighter and remotely piloted aircraft conducted eight strikes in Syria:

-- Near Abu Kamal, a strike destroyed an oil wellhead.

-- Near Raqqa, six strikes engaged five ISIL tactical units, destroying a fighting position, a heavy machine gun, a mortar system and a vehicle. A bridge was disabled.

-- Near Palmyra, a strike destroyed an ISIL-held tank.


Task force officials also announced today that Abu Jandal al-Kuwaiti, an ISIL gang leader in Raqqa, was killed by a Dec. 26 coalition airstrike near Syria’s Tabqa Dam. He was a previous member of the ISIL’s war committee, officials said, and was involved in their retaking of Palmyra, Syria, before being reassigned to Tabqa to try to improve ISIL's defenses against the Syrian Democratic Forces.

He was involved in the use of suicide vehicles, improvised explosive devices and chemical weapons against the SDF, officials added. Because of his associations with ISIL terror attack planners and war council members, they added, his death will degrade ISIL's ability to defend Raqqa and launch external operations against the West.

Strikes in Iraq

Attack, fighter and remotely piloted aircraft, as well as rocket artillery, conducted three strikes in Iraq, coordinated with and in support of Iraq’s government:

-- Near Mosul, three strikes engaged an ISIL tactical unit, destroying seven front-end loaders, four command-and-control nodes, two land bridges, a vehicle-bomb factory, a vehicle and a steamroller. Twenty-four supply routes were damaged.

Five mortar teams were suppressed, and 20 supply routes and two repeater towers were damaged.
