Это, видимо, направляющий (позиционирующий) штырь. Он же создает эксцентриситет при восприятии боковых нагрузок, т.е. создается момент, уменьшающий силы на болтах крепления. А вот болтов-то и не видно. Хотя форма опор "крылышек" - классический фланец для крепления болтами.
если макет соответсвует натуре, то крылышки двигаются в том случае если этот штырь сам вращается и имеет кулачек наподобие как у
у автомобильного вала привода клапанов. Что маловероятно.

And why so late? The land based version has already been delivered to Azerbaijan. Or is there something I'm missing here?
Возможно речь идёт о ракетах, которые будут проивзодить/собирать в Индии.
 
On another note, it perhaps refers to their Land Forces. Indian Air Force is also a customer of the land based version and they are supposed to receive the systems at a earlier date.

Bharat Dynamics Limited (BDL) has recently signed a contract with Research Centre Imarat (RCI) for the supply of Medium Range Surface-to-Air Missiles (MRSAM) to the Indian Army. The contract will be for facilitating production, deliveries and product support of the MRSAM system.

The system is designed and developed by Research Centre Imarat (RCI), a DRDO lab and IAI. The missile will now be manufactured at the Hyderabad-based Bharat Dynamics Limited (BDL).

The MRSAM is 4.5 meters-long and weighs around 270 kg and can carry a payload of 60 kg. Apart from the missile, the system includes a Multi-Functional Surveillance and Threat Alert Radar (MFSTAR) for detection, tracking and guidance of the missile.

Yes I know, but the mentioned 2023 delivery date is rather unusually long. Azerbaijan signed the contract in 2012 when it was still in the development phase and received the first system in 2016.

Btw, I think Azerbaijan is also the first country to operate the land-based version, before India itself. You go to wikipedia page of Barak-8 and it's described as "joint Indian-Israeli SAM" but how true is it? Or is this an exaggeration from Indians? As far as I can see, IAI owns all rights to marketing and sales.
