да, австралийский спецназ пользовался булпапами, так и не пользуется. как и английский кстати
Чем хорош пример Австралии это тем, что из них можно лепить эталон - сумма расходов на отдельного бойца одна из самых больших (если не самая большая) в мире. И если они выбрали АУГ как основную штурмовую для своих солдат (второй раз!), то это да, показатель.ну да, спецназ это такие звери, что им даже оружие не дают. M4 у перечисленных мной организаций не в загашниках, а основной инструмент.
А Вы взгляните на послужной список австралийской армии...может просто у них самый большой распил на одного бойца? а спецура своей жопой рискует в разы чаще, вот и вооружена лучше?

This comes as no surprise. In 2009 the US Army took control of the M4 TDP (Technical Data Package), allowing the Army to second source production. Doesn't Colt still use union labor? If they do, it would probably be easy for Remington to produce weapons with non-union labor.

Sort of, the Army has the right to have others build M4's (and share the TDP just for that purpose), but Colt still owns the TDP and will be paid royalties on every M4 made (no matter by who) until 2037.
As for the OP, probable factors include price followed by politics.

I doubt it has much to do with the ICC, as I don't think there will be any new carbine adopted.
There may have been a deal in there somewhere for some Colonel or General on the verge of retirement and soon to be offered a spot on Freedom Group's board. It may also just come down to price. If Remington says they can produce the M4 for $200-$300 cheaper than colt, in the quantities that the military asks for, that's quite a bit of money saving.
And these days, the DoD is all about money saving. Ya'll should see some of the equipment I have to code nuclear weapons on- reel to reel tapes and 8.5" floppies.

Once the government owns the technical data package on any item it is free to find a contractor to provide best value for the taxpayer's dollar.
If Remington defaults or fails to produce to the MIL-SPEC it opens itself to being penalized, fined, and punched hard -- as we should expect.
As a government contractor nothing grabs attention like a Defense Contract Audit Agency investigation, "Stop Payment" order, "Show Cause" finding, and a legal finding and punishment -- the worst of which is a ban on all future US government contracts (not just military and not just guns).
The M16/M4 family is or has been made by:
Armalite, Colt, GM, Harrington and Richardson, Daewoo, Elisco, Chartered Industries of Singapore, FN, Diemaco, and Sabreco.
HK makes the Improved Automatic Rifle for the Marines.
Building ARs isn't hard -- look at the hundred or so American entrepreneur companies producing M4geries. The hard and expensive part is inspecting everything you manufacture or source and making sure it meets customer specs (which Uncle literally hands you and says, "Make them meet these").
